This is a feature, you are supposed to be able to crouch and swim down faster but it does not work. I have discussed this with Helen's angel in the Reddit you should def vote for the bug I have posted https://bugs.mojang.com/projects/MCPE/issues/MCPE-32111?filter=allopenissues
