Was on normal mode not peaceful.
Have checked during the night on all taiga villages said cartographer huts and still, there are no cartographers. Also, the shots taken are a count of the villagers, There is in this one example village has the following villagers, farmer, nitwit, Fletcher, fisherman every time ive spawned in. also ive just recently witnessed the fact that they kill them selfs on fire pits.
Also no basements spawn in igloos.
This also effects oceans as well,
Bug is still present.

All is fixed now in latest 1.14 snapshot!

also, applies to skeletons and in villages cartographers no longer spawn and there are only librarians this is present in the lastes snapshot 18w10d.
causes random ice to spawn outside of cold snowy biomes randomly in the sea. also you get double trees where birch trees part grow in oak trees
Have similar problem also occurs with glass pains and lava. also effects boats! Glitched in water boat
Also sorry I know this is closed but also happens in 1.16.3 to rabbits in snow biomes
