This problem is bigger than just the PickupDelay tag. I have created another report (https://bugs.mojang.com/browse/MC-47596) to show my findings
thanks sonic, for NOT EVEN READING THE WHOLE THING!!! I mentioned in the report that it was basically a dupe of MC-57516, but with more information, like having the ability for this to work in 1.7.10, but not 1.8, along with the exact commands used, and the fact that it was marked as "intended behavior" when it obviously isn't. Really guy.
