MCPE-46482 Lingering potions do not give effects. They also last forever. Maybe they can be some sort of particle emitter if Mojang makes a way to remove it Duplicate

Looks like terrain generation, you'll see "craters" like that around the surface so I wouldn't worry about it too much!

I play on a realm and my friends and I have also experienced this, it's not consistent but it also doesn't seem to be related to wearing elytra as far as we can tell.
