Try placing a repeating a repeating command block with above command, set always active, then open the creative inventory, find and click the torch, place it in the hotbar. Then try dropping or placing that item.
Maybe not fixed yet in 15w44b. Still makes ghost items when the item is taken from the creative inventory.
