This is happening to me too; my farmer villagers were harvesting/replanting crops in 20w18a, but when I updated to 20w19a they stopped. I didn't change anything other than updating the world to the new version.
Also had this happen to me.
Playing on PS4, version 7.02; Minecraft version 1.14.1
