I opened 23w16a, and had it, so i played previous snapshots, and had languages selector

I think, it's not a bug, it's a chip of this idea. Maybe, because of that shield is smaller, game a little bit changing it.
In some of positions I can break one counterpart, and the second won't broken. BUT then I broke the second one (In creative mode, sure) it dropped
