/playsound says that the target player is too far away to hear a music disc

Using the /playsound command within a command block will say that the player is too far away even if you are within the 64 block range for a music disc/record to be heard.

To reproduce

1. /playsound record.cat @p
2. Activate it from a short distance via redstone OR set the record to play at a specific set of coordinates still within the 64 block record distancd.
3. Music will not be played as the game seems to think you are out of range when you are not

I know this seems like an obscure bug, and it'll probably get swept under the rug but it is an inconvenience to map makers.

If the description is confusing, basically, a sound I am within range to hear is not playing because the command block insists I'm not within range to hear it.

You basically need to be right next to the command block that the command for the record is in, even though there is a 64 block sound radius on records/music discs.

Edit: This also applies to manually typing in the command. Sounds cannot be set to play at a certain set of coordinates without the sound failing because the target player is "too far away to hear the sound"

When in reality if the sound were to play, I would be able to hear it.
