If you place a dead bush and then try to place oak leaves on top, the oak leaves take the place of the dead bush and the dead bush is lost completely.

This is still an issue, it happens when you place any block on top of the dead bush, much like placing any block on short grass cause the short grass to be deleted, this is more of an issue with dead bushes as they are nor so easy to come by and are a non renewable resource.
