Bees wander too far from the nest or the hive and sometimes they don't return back to the nest or the hive. That's why there bees all over the place

Questions:
Are they able to find flowers near the nest? They will wander in search of flowers to collect pollen.
Do you have more bees than your nests can hold? If the nests are all full I think they will wander in search of a next to deposit pollen and/or sleep in.
