It is impossible to make terracotta blocks "point" in certain directions. As an example, when placing white glazed terracotta to create the "sunflower" pattern, there is no way to make the bottom left corner finish the pattern. Player angle & block selected don't grant this particular orientation. There are other orientations that are unachievable. Unknown if affects previously placed glazed terracotta blocks.
In other words, placing glazed terracotta to make patterns is annoying impossible.

Put a temporary block on the face of the terracotta that you’re having trouble with. Break the terracotta and face the temporary block, placing the terracotta against it.
Terracotta can only be placed in 4 directions, based on your horizontal orientation. Unlike logs, which orient in relation to the surface they are placed against, terracotta ignores whether it’s being placed on the side, top, or bottom of a block.
I found it helpful to think of it in terms of whether I was facing north, east, south, or west when I placed the block. If you’re having trouble finding the orientation that completes the pattern, try going through the four directions in order.
