By using the command "/effect <target mob eg. vindicator> regeneration 999999 0 false", the target mob would obtain regeneration particles and recover lost health over time. However, once the world has been exited and reopened, the mob no longer regenerates health although the regeneration particles still show.

Can confirm for 1.12.1. Happens when you reopen the game or load and unload the chuck that the mob is located in. The mob does not regenerate health anymore UNLESS another it receives the regeneration potion effect again.
