Both hostile and passive mobs are attracted to the sea grass. Example a creeper will stay bouncing on the sea grass instead of coming after me. Same with sheep and cows I was luring them with wheat and they went in the water on Sea grass and kept bouncing in the water.

My dogs wouldn't attack a mob because they wanted to bounce in the water on the sea grass. Creepers won't attack you either they turn their back and bounce on sea grass that is 1 block high in the water.
