Tamed wolfs can get aggravated on armor stands for some reason. No idea how exactly it happened and how to replicate it, but, perhaps you can place down a bunch of armor stands, spawn a bunch of wolfs, tame them, and see if some of them get aggravated on armor stands. Destroying an armor stand and placing it back down fixes the issue (probably only temporarily though).
