Closed Captions can not be seen from other screens

In Java Edition, Closed Captions can be seen from other screens (like Pause menu and Player Inventory), this wasn't the case on Bedrock Edition.

Steps to reproduce:

1. Enable Closed Captions: Settings > Accessibility > Closed Captions

2. Go breaks a block, or do any kind of action that will causes subtitles to appear

3. Open your Inventory or Pause menu

4. Observe

Expected results:
Closed Captions can be seen from other screens, like in Java Edition.

Observed results:
Closed Captions can not be seen from other screens.
