When you turn off screen animations, all screen animations, including panorama rotation, splash text, and marketplace button promotional art will no longer animate, but this is not the case for event promotional art.
Steps to reproduce:
From the main menu, go to Settings > Video and turn off screen animations
Return to the main menu, then look at the bottom left side of your screen
Notice that everything stops animating except the event promotional art
Expected result:
The event promotional art no longer animates.
Observed result:
The event promotional art still animates.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
