Steps to reproduce the issue
Grab fences, then build a vertical tower of 5 or more fences
Then, spawn a mob you like, (all mobs will affect this issue)
Then, move the player, near at the mob.
Expected result
When the mob is tie up in the tower of fences, the mob will cannot enter inside of solid blocks, and aswell lead
Actual result:
When the mob is tie up in the tower of the fences, the mob will can enter inside of solid blocks, and same for lead.

Thank you for your report, however, this issue is Working as Intended.
Various mobs have hitboxes limited to their bodies, parts as head, legs, arms may not interact with blocks.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
