Underwater brightness change is no longer smooth

Steps to Reproduce:

1. Find a large body of water

2. Enter it, stay high

3. Wait for the fog to expand a bit

4. Get lower slowly, while looking at the fog and environment

Observed Results:
The fog and environment suddenly get darker.

Expected Results:
The fog and environment smoothly transition into darker shades.
