Steps to reproduce this issue:
Place a fence.
Summon a mob, like a mule.
Tied it to the fence when it’s far from that fence.
Observe its movement.
Expected result:
The mob would wander around.
Actual result:
The mob wouldn’t move.

Yeah this also affects just normally trying to walk with leashed mobs and going up blocks (llama caravans for example are no longer possible unless on flat land or going downhill) they do not climb up any blocks and instead just get stuck there so eventually the lead breaks from the tension of walking too far. It seemingly does not affect camels from my testing. This is a pretty significant issue!
Also applies to mobs who have been pulled by the lead when player stops pulling them, self fixes when lead gets slack or breaks.
