Reproduction:
-Equip boots with 'Frost Walker' enchantment (I or II).
-Walk/Sneak very slowly near water sources.
Result:
The water sources don't turn into frosted ice.
NOTE:
This was tested with an Xbox Wireless Controller.

I can confirm this issue using a bt controller. If you walk slowly enough you can walk into water and swim, without the frost-walker boots​ turning it into ice.
