When Building An End Portal It doesn't activate when placing ender eyes

The end portals are directional, you need to stand in the middle and place them facing away from you. You can tell which direction they are facing when you place the eyes of ender. Look for the small white pixel, they should all be on the outside. Hopefully these screenshots will explain:

when i find a stronghold and put the eyes of ender in it, it works but not when i make the portal, but a few years ago i created an active end portal.
