This bug has been in the game for a long time and has yet not been fixed, your supposed to spawn in creative mode with your hotbar inventory empty but you spawn with blocks and items already in your hotbar inventory. This is how the game works on Java and console.

No this is not a version exclusive feature, what type of feature is this, and since when have bugs been features, I believe it actually a bug that has not been yet fixed. This is not supposed to work like this, and is not works as intended. This is very annoying bug that seen to hard to get fixed for some reason. If they are not going to fix this bug they should at least add a way to clear the inventory on Windows 10 and PE.
