[MCPE-101637] Lamp won't turn on when lever is on or vice versa

Summary:

My lamp won't turn on property after update to 1.16.0.57

Step to reproduce:

Place a Redstone Lamp
Place a lever on the bottom of the lamp
Turn on in the fast

Observed Results:

My lamp not working.

Expected Results:

My lamp should be turn on.

Only lamp and lever. Turn on in the superfast for reproduce. Ticking Area =128.
