Items added to the #minecraft:cauldron_can_remove_dye item tag by a datapack still can’t interact with water cauldrons to remove the dyed_color item component, whilst items that are in that tag in vanilla can.
Tested by creating a datapack (see attached) and enabling it in a new snapshot world. The datapack adds a minecraft:crafting_dye recipe for dyeing a minecraft:stick, and adds minecraft:stick to the #minecraft:cauldron_can_remove_dye tag. After crafting the stick with dye in a crafting table, it shows the dyed_color tooltip as expected. When using the item on a water_cauldron, there is no arm animation, the cauldron level does not change, and the item also remains the same. However, repeating this with a leather chestplate does work, interacting with the cauldron to remove the dye as expected. Holding both a dyed leather chestplate and a dyed stick in the inventory, running the command /clear @s #minecraft:cauldron_can_remove_dye removes both items, indicating that the stick was correctly added to the item tag.
