Spear jab attacks are not buffered when triggered slightly before 100% cooldown

The jab attack of spears has no buffer, causing attack inputs to be eaten when attacking frames before 100% cooldown. In the Java Edition Combat Tests, where all weapons have a forced cooldown, a buffer was added to make sure attack inputs don’t get eaten when attacking slightly before you’re able to, but this is missing from spears in vanilla.

The required attack charge for being able to do critical hits/sweep attacks/sprint-knockback attacks with other weapons is 84.8%, so ideally that is also the number used for buffering spear jab attacks (attacking before 100% cooldown but after 84.8% buffers a jab attack to come out at 100% charge).

Expected Result: Spear jab attacks are buffered to come out at 100% charge should they be triggered slightly before then, to prevent eaten inputs

Observed Result: Spear jab attacks are missing a buffer input, causing inputs to be eaten and for the weapon to feel unresponsive
