[MC-201505] Lead and Name Tag do not come after other tools in the Creative Inventory

As they are like the other tools in this section, it would be expected that the items would be positioned directly after them.

However, they are instead placed after all enchanted books for no reason and it would be nice to have it back in order after all that years.

Please do not duplicate your own reports, you have reported this before, and it still is a duplicate of MC-1797.
