[WEB-858] Can't reopen bugs that resolved as "Won't Fix"

I created MC-120015 , and it resolved as "Won't Fix". But the resolution seems incorrect, and I want to update it, but it still says "RESOLVED" instead of "REOPENED". I tryed reload the page for few times, but it didn't work.

"Reopened" means that the issue appeared to be fixed first, but then it broke again and the issue had to be reopened. Your issue is not fixed and won't be fixed, so it can't be reopened and is marked as "Won't Fix".
