The behavior: "minecraft:behavior.charge_held_item" doesn't affect bows, tridents, or any chargeable item at all, only crossbows.
How to replicate:
Spawn a pillager
Do /replaceitem entity @e [type=pillager] slot.weapon.mainhand 0 bow
Give them a target
the pillager will still attack but the bow is not animated
