Hoe Durability Issue While Mining

I was on a survival world in the Windows 10 Bedrock Edition of Minecraft, and I was gathering hay bales with a new stone hoe. I noticed it took no durability damage, even when mining other blocks, except when I used it to till the ground. There seems to be an earlier version of this (MCPE-834), but it was marked as resolved and was in version 0.5.0.
