It does not contain enough information and as such, we've unable to understand or reproduce the bug. It would appear from your screenshot that the bottom block is flowing. All water in the pillar must be source blocks that are not flowing and are enclosed.

You probably did that incorrectly on that one. You need to have a source water block from bottom to top
