When you just loaded the chunk on a server, for the next 5 mins all BLOCKS (That does not mean torches) do not give off light and there will not be light shining although it is Minecraft Noon. Only after 5 mins when you break the block and you place it back then it will give out light again.

Servers are run by third party software and have no affiliation with Mojang. Any issues you find with servers should be reported to the developers of the server software, not Mojang.
