Even thought hight is 256 no blocks will generate above 128 not even extreme hills

However, this issue works as intended.
When the world height limit was changed from 128 to 256, it was so that you can build to that height, but the world generation wasn't changed to take advantage of it. If you'd like to request that as a new feature, you can do so at Feedback. However, I think I remember it being said that Mojang is considering adding the Amplified Words feature, so it may already be in the works.
