[MCPE-2591] cake and signs do not place on blocks covered with snow

When trying to place cake or sign on snow layer, it would not place. This is unlike on the PC version where it would delete the layer.

Please do not assume that the differences in behaviors between PC and PE editions of Minecraft are bugs.

Well its just an annoyance which should not happen. Don't mark it as invalid when it is not

This is not invalid, seeing as it doesn't even count as a feature on the PC, it is just accepted game mechanics
