When an angry wolf is on a leash, the leash doesn't stop it

When wolf is aggro on a leash, the leash doesnt stop it, but when wolf is normal on a leash, the leash stops it.

Steps to Reproduce:

1. Spawn a wolf

2. Leash the wolf

3. Spawn a fox nearby

Observed Results:

The wolf ignores the leash and keeps chasing the fox.

Expected Results:

The leash should stop the wolf.
