Narrator does not say "inbox screen" when opening Inbox screen with Text to Speech enabled

When you open Inbox screen with Text to Speech enabled, it will immediately narrates the vertical menu screen element instead of saying the screen name first, which is "inbox screen".

Steps to reproduce:

1. Open Settings > Accessibility, then enabled Text to Speech for UI

2. Open Inbox screen

3. Observe what the narrator says

Expected results:
Narrator says "inbox screen" first, then followed by the vertical menu screen element.

Observed results:
Narrator immediately narrates the vertical menu screen element.

Note: This also affects Inbox settings screen.
