Villagers and Zombie Villagers don't spawn in Igloo basements.

When going down the ladder into the Igloo basement, there are no villagers/zombie villagers behind the iron bars.

Difficulty was not in Peaceful, and other hostile mobs have spawned around the area, so this shouldn't happen.
