Ghost blocks appear when placing blocks on vaults

Placing blocks on vaults in creative mode causes ghost blocks to appear.

Steps to Reproduce:

1. Place a vault

2. Place a torch on the vault

3. Break the vault

Observed Results:
The torch floats in the air.

Expected Results:
Like in 1.21.23, blocks should not be able to be placed on vaults.
