Confirmed in Android.

Steps to reproduce

  1. Use Command blocks and place down different types to create the teleport and item replace

  2. Use zombie spawn egg and use the following commands used in codes bellow for stand in falling position

  3. Use villager and use the following /tp code bellow and place villager only stand at center

  4. Use /replaceitem entity @e[type=zombie] slot.weapon.mainhand 0 mace & /enchant @e[type=zombie] wind_burst 3 Which replace the mace weapon before dropping the mob to villager

  5. Click the lever for Zombie /tp command block to start falling

Observed Result: The zombie with wind burst mace don't actually apply effect to attack villager

Expected behaviour: If zombie falling down to villager, The Wind burst mace would be apply the enchantment effect to kill villager easily

Zombie:
Teleport height drop: /tp @e[type=zombie] -281.48 -55.00 -195.67
Fire resistance: effect @e[type=zombie] fire_resistance infinite 1 true

Villager:
Stand only tp: /tp @e[type=villager] -281.48 -60.00 -195.67
Zombie:
Teleport height drop: /tp @e[type=zombie] -281.48 -55.00 -195.67
Fire resistance: effect @e[type=zombie] fire_resistance infinite 1 true

Villager:
Stand only tp: /tp @e[type=villager] -281.48 -60.00 -195.67
