Mace can break some blocks in creative mode

Summary

In creative mode, Mace can be breaks blocks than Java Edition & 1.21.22
It would be just only break blocks in survival mode

Steps to reproduce

1. Take a Mace and use with Creative mode

2. Click the left click or tap and hold to break block

3. Test with 1.21.22 or in Latest Java Edition as they don't break blocks in creative mode

Observed Results

❌ The mace can able to break blocks in creative mode

Expected Behavior

If a left clicking the blocks with using mace it would not be break like 1.21.22 & java Edition
