[MCPE-177953] Snowy village library has floating snow layers

The library found on snowy villages include a few floating snow layers, i think a snow block should probably be placed below them.

Steps to Reproduce:
1. Create one or various worlds (use a random seed).
2. Find a snowy village with a library.
3. Observe it.

Observed Results:
There are snow layers floating around it.

Expected Results:
Snow blocks should probably be placed below the snow layer.

what? why is this a duplicate? that issue doesn't even mention floating snow layers like my report does.

the only similarities is that both talk about the same structure.

this was closed incorrectly, my issue is not duplicating this one, it is reporting another issue for the same structure.
