Cobweb don't drop string anymore.

1. Place a cobweb in water.
Results:
Cobweb drop string.

This behavior is consistent between Bedrock Edition and Java Edition.

The cobweb should not drop string anymore because cobweb can't no longer be crafted using string and also cobweb doesn't give string anymore when crafting using crafting table.
