Issue : Cobweb doesn't destroy by water.
Expected Results : Cobweb should destroy by water.
Reproduce Issue :
1.Place a cobweb.
2.Pour the water at the cobweb.
Results : Cobweb doesn't destroy by water.

Are you sure that the blocks on the left aren't water source blocks? The way water fills can be influenced by a little gap like:
Please supply a test world where this can be readily reproduced.
Keep in mind that this ticket might be resolved WAI at some point, as flowing water destroying cobwebs is most likely Working As Intended.

However, this issue has been temporarily closed as Awaiting Response.
These are actually water source blocks. Cobwebs should always be destroyed by water - if water source blocks are not destroying them, then this is not in parity with Java Edition.

Does this issue affect how you play the game at all?
Since Update Aquatic most non-solid blocks are waterloggable in Bedrock. For example, compare cactus (MCPE-87560).
