[MCPE-170476] Some blocks randomly rotate when they do not in java

Here the blocks Dirt, Coarse Dirt, Rooted Dirt, Sand, and but only randomly rotate on top and bottom in java. Obsidian Crying Obsidian, Glowstone

Steps to reproduce

Step 1. Open Both Minecraft Versions

Step 2. place these blocks randomly and compare
