[MCPE-154992] Reinforced Deepslate has an assigned tool and breaks faster than in Java

In bedrock edition, reinforced deepslate has an assigned tool which is not in parity with java edition.

Break a reinforced deepslate with your hand will also breaks the reinforced deepslate faster than in java.
