When I was playing on my world which has lots of villagers. When I was walking to the police station there was a librarian in front of me, but then he suddenly just teleported out of existence. When I looked around he seemed to βteleportβ around 20 blocks behind me. Β Β

I've been seeing this ever since the new RenderDragon renderer came out in Windows 10. I think it's a result of trying to increase the game's performance by not necessarily simulating every entity in your vicinity on every simulation cycle. Instead, it seems to do the nearest ones to you first, postponing the ones farther out if the time it allots for this purpose runs out. Then when you get closer to them, it runs the skipped simulation cycles all at once and the mobs appear to teleport.
I don't know if they can do anything to avoid this without slowing the game down, though. We'll have to let them tell us about that.
