[MCPE-130608] When i made a new survival world 1.17 world i spawned super high up and fell down

I made a new 1.17 survival world and i got spawned at the build limit. I then fell down and died.

Expected result:

I spawn on the ground

Actual result:

I spawned at build limit

Is this still an issue in the latest version (1.17.10)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
