Tropical fish buckets used on axolotls will not stack until used on anything.

I bred two axolotls using buckets of tropical fish obtained from the wandering trader and after being emptied, they wont stack in my inventory. It stacked again after picking up water and milk and emptying the said buckets again (I think this works with anything that the bucket can pick up).
