Breeding Axolotl with a Bucket of Tropical Fish gives back an empty bucket

Summary
When you breed axolotls with a bucket of tropical fish, it gives back an empty bucket instead of a water bucket. This bug can be considered a parity issue since MC-208649 is currently being worked on.

Step to Reproduce
1. Breed Axolotls with buckets of tropical fish.
