Foxes don’t spawn during night time but spawn in day time

Is this still an issue in the latest version? If so, can you add it to the affected versions?

However, this issue is Working as Intended.

The report you have submitted is working as intended: Since their introduction in 1.13, the spawn rules for foxes have included a requirement that the light level be 7-15. Light level 7 is technically night, but is only matched for a short while before dawn, after sunset, or during a thunderstorm. The other light levels are daytime. Unless you know of somewhere that an official source from Mojang says otherwise, there's no reason to think the current behavior isn't the intended behavior.
