Custom Block: Having condition on minecraft:tick event doesn't work

In making custom blocks we have a "minecraft:tick" component, if this component has condition for the event to execute it will ignore that condition. It doesn't matter whether the condition is met or not it will still execute the event in it.

I try to add condition in the event itself but it still ignore the condition and the event will still execute no matter if its met or not. As long as the event triggering component is minecraft:tick it will execute the event even the condition isn't met.
